ALL STATE OF CONNECTICUT, LOCAL
HEALTH DEPARTMENT, LOCAL LEAGUE,
AND LITTLE LEAGUE GUIDELINES MUST
BE ADHERED TO.
TEAMS MUST HAVE PERMISSION FROM THEIR LEAGUE PRESIDENTS TO PARTICIPATE.
ANY CURRENT YEAR ALL-STAR TEAM, OR PLAYER FROM AN ALL-STAR TEAM, IS NOT ELIGIBLE TO PARTICIPATE IN THE REGULAR SEABREEZE TOURNAMENT. THEY MUST PARTICIPATE IN THE SEABREEZE ALL-STAR DIVISION.
THE PENALTY FOR THIS WILL BE IMMEDIATE REMOVAL OF THE OFFENDING PLAYER, PLAYERS, OR TEAM AND ALL GAMES WILL BE FORFEITED.
The Seabreeze Classic will be administered by Connecticut District 4 Little League. All questions, problems and decisions will be made by the Seabreeze Classic Tournament Committee. All decisions made by this committee will be FINAL. Any team or manager who contacts another authority will immediately be disqualified from further competition and no refund of money will be given.
The site director will identify themselves to each team and will be responsible for final decisions at all sites.
Home team will be decided by a coin flip before each game.
Winner will have choice Home, Away, or Dugout.
REGISTRATION AND ROSTER
All teams will be required to carry the Pitching Page from the All-Star Affidavit supplied by their local league.
Each team will be provided 10 minutes for infield. The visiting team will take the field first followed by the home team. The site director has the discretion to shorten or eliminate this time if necessary.
All teams must report the score of their game to the site director immediately following each game. Coaches must also report their scores to the League responsible for the standings. Failure to report scores may result in your elimination from the double elimination portion of this tournament.
Each site will have an official pitch counter. The manager is responsible to verify the pitching record.
In the event of inclement weather the tournament committee will make every effort to remain on schedule. Make up games will NOT be played unless necessary. The decision to play or not play will be the sole discretion of the tournament committee.
Managers, Coaches, and players will show their utmost respect for opposing players, coaches, umpires and tournament officials. Any participant ejected from any game will forfeit their eligibility to participate in the next scheduled game. In the event they are not present at the next game they will forfeit their eligibility to participate in the next game they attend. If the offense is of a serious nature (determined by the umpires and tournament officials) the participant may be removed from the remainder of the tournament.
All teams will be scheduled to play 5 games. This may be shortened by inclement weather conditions.
In the event all teams in the bracket do not have an equal number of games played.
The order of finish will be determined by head to head or best winning percentage.
The first tie breaker will be Head To Head. If a three way tie and
one team has defeated the other 2 they win the first tie breaker.
It will then revert back to Head To Head.
If they all beat each other, then it will be runs allowed/ defensive innings
for the first tie breaker, then back to Head To Head
The tournament committee will make every effort to have a minimum of two (2) umpires for each game. Circumstances may result with only one (1) umpire to be available at some games.
Baseballs/Softballs will be provided by the tournament committee.
The tournament champion and runner up will receive individual medallions.
1. The tournament will be administered by Connecticut Little League District 4 and the Seabreeze Classic Tournament Committee. Any deviation from this may result in an immediate disqualification.
2. Any playing rule protest must be brought to the attention of the plate umpire before the next pitch following the play. The tournament committee will make the FINAL decision.
3. The Little League Baseball/Softball Division Tournament Rules for 2020 will apply.
Pitch count will be in effect for Baseball.
4. SPECIAL NOTE
Regulation VI – PITCHERS in the Baseball Rule Book has been amended to read, in part -
(A) Any player on a regular season team may pitch.
(NOTE: There is no limit to the number of pitchers a team may use in a game.)
Exception: Any player who has played the position of catcher in four (4) or more innings in a game
is not eligible to pitch on that calendar day.
(B) A player who played the position of catcher for three (3) innings or less,
moves to the pitcher position, and delivers 21 pitches or more in the same day,
may not return to the catcher position on that calendar day.
EXCEPTION: If the pitcher reaches the 20-pitch limit while facing a batter,
the pitcher may continue to pitch, and maintain their eligibility to return to the catcher position,
until any one of the following conditions occur: (1) that batter reaches base; (2) that batter is retired;
or (3) the third out is made to complete the half-inning or the game.
(c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group
as noted below, but the pitcher may remain in the game at another position:
11-12 – 85 pitches per day
9-10 – 75 pitches per day
7-8 – 50 pitches per day
Exception: If a pitcher reaches the limit imposed in Regulation VI (c) for his/her league age
while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs:
1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning.
5. The mercy Rule is in effect for the entire tournament.
(A) 15 runs after 3
(B) 10 runs after 4
6. The new extra inning rule will be in effect.
7. In the 10U division of Seabreeze there will be 5 runs or 3 outs per inning.
The sixth inning will be 3 outs or once through the batting order
THERE WILL A 1 HR 45 MINUTE TIME LIMIT FOR THE 10U DIVISION !!
NO INNING MAT START AFTER 1 1/2 HOURS !!
THERE WILL BE A 2 HR TIME LIMIT FOR THE 12 U DIVISION !!
NO INNING MAY START AFTER 1 HR 45 MINUTES !!
UNLESS EXTRA INNINGS ARE NEEDED.
8. Unlimited Steals and scoring on passed balls. Player can not leave until
ball reaches home plate
9. Each team must have 9 players available to start the game.
If they do not have the minimum number of players the umpire will call "play".
If the team in unable to field 9 players with a 15-minute period the game will be referred
to the tournament committee for a possible forfeiture ruling.
10. Continuous batting order is mandatory. This will allow coaches to have free substitution.
11. All players must play 6 outs in the field. They do not need to be consecutive.
12. Courtesy runner for the Pitcher and Catcher with two outs, or if needed is last batted out.
